The ACTBTC proposes the following NOM 1:

NEW ROM Rule 4b

Clubs wishing to appoint an overseas judge who has not previously awarded ROM points in Australia must complete Appendix Form 1 – First Time International Judges prior to being awarded ROM status in Australia. The following criteria must be met:

1. Must be licenced to judge Championship Shows.
2. Must have bred a minimum of 5 litters of Bull Terrier and/or Bull Terrier (Miniature). Litters must be registered in the applicant’s prefix.
3.  Must have owned and/or co-owned 5 Bull Terrier and/or Bull Terrier (Miniature) to a Conformation Championship title.
4. Must have judged at least three (3) Bull Terrier and/or Bull Terrier (Miniature) Open or Specialty Shows.
5. Must have a minimum of 15 years involvement in the breed.
6. Must have bred and owned one ROM animal in their own country if the system is available.
7. Must be on a recognised ROM list where available.

Further, the First Time International Judges form be changed accordingly.

Rationale:

The current rule for overseas judges is:

ROM Rule 4b. Clubs wishing to appoint an overseas judge who has not previously awarded ROM points in Australia must send a resume of the judge to the Secretary NBTC(A) to qualify for ROM status for that Show. Overseas judges prior to being awarded ROM status in Australia must be licenced to judge Championship Shows or have at least judged three (3) Bull Terrier and/or Bull Terrier (Miniature) Open or Specialty Shows and also must have a minimum of 15 years involvement in the breed. (NBTCA 117/19 3Aug19)

So essentially, overseas judges need to be Championship Show judges with 15 years involvement in the breed OR have judged 3 shows and have 15 years involvement in the breed. This is considerably less requirement than our current requirements for new ROM judges in Australia.

In October 25 the criteria for first time ROM judges in Australia was changed to the criteria below:

g. Criteria for Australian Specialist Judges to be placed on the ROM list are as follows:

1. ANKC Championship Show approved judges who are current breeders of Bull Terriers and or Bull Terrier (Miniature) with a demonstrable involvement in the breed/s over a period of not less than ten years.

2. ANKC Championship Show approved judges who, although not current breeders, have bred or owned Bull Terrier and or Bull Terrier (Miniature) for not less than ten years and retain close association with the breed/s and have demonstrated an abiding interest and close recent involvement with the breed/s

3. ANKC Championship Show approved judges must have bred a minimum of 5 litters of Bull Terrier and/or Bull Terrier (Miniature). Litters must be registered in the applicant’s prefix. (BTCSA NOM 10Oct25)

4. ANKC Championship Show approved judges must have owned and/or co-owned 5 Bull Terrier and/or Bull Terrier (Miniature) to a Conformation Championship title. (BTCSA NOM 10Oct25)

The changes to the Australian ROM criteria were considerably tightened to acknowledge time and effort within the breed.  It is believed overseas judges should meet the same criteria to be afforded ROM status in Australia where possible.

RESULT:

The ACTBTC proposes the following NOM 2:

ROM Rule 4 g currently states:

1. ANKC Championship Show approved judges who are current breeders of Bull Terriers and or Bull Terrier (Miniature) with a demonstrable involvement in the breed/s over a period of not less than ten years.

2. ANKC Championship Show approved judges who, although not current breeders, have bred or owned Bull Terrier and/or Bull Terrier (Miniature) for not less than ten years and retain close association with the breed/s and have demonstrated an abiding interest and close recent involvement with the breed/s

The ACTBTC proposes the following Notice of Motion:

1. That the ROM Rule 4g para 1 and 2 be amended to have criteria as “not less than fifteen years and bred at least one ROM animal”
2. “That the ROM Rules and Appendix Form 2 be amended accordingly.”

Rationale:

The ROM Rule 4g was changed in October 25 to –

Having 5 litters in 10 years does not necessarily give owners the necessary time to learn about the breed. Essentially if a person has one bitch and mates it at two there is only a few years available to mate the bitch. Extending the required time to 15 years increases the learning time within the breed and also brings it in line with the time requirements for overseas judges.
